High Speed Rail (West Midlands-Crewe) Bill – House of Lords Petitioning Period

See below for information from Emily Young (Select Committee Advisor HS2 Ltd) about the petitioning period in the House of Lords for the High Speed Rail (West Midlands-Crewe) Bill (the Bill).

The Bill includes Additional Provisions (AP1 and AP2) as introduced in the House of Commons.

The Bill received its First Reading in the House of Lords on 16th July. The House of Lords petitioning period will run from 17th July to 16th August.

The House of Lords has provided guidance on petitioning and how to submit a petition which can be found here, which states that any individual, group of individuals or organisations whose property or interests are directly and specially affected by the provisions of the Bill can submit petitions against it.

We have refreshed our guidance relating to right to be heard challenges now that the Bill has been introduced in the House of Lords, and a copy can be found on our website here.

Additionally, we wrote to your Parish Council in May this year to let you know about the publication of consolidated plans and sections incorporating the changes made during the House of Commons Select Committee. These plans can be viewed here.

For details about the environmental and supplementary environmental statements accompanying the Bill, AP1, and AP2, please see here.

If you have any queries on the petitioning guidance please contact the House of Lords Private Bill Office by email at or telephone 020 7219 3231.
